The Data Office focuses on the management, governance, and usage of data in order to help achieve these objectives, to establish relevant policies, and to take relevant decisions. The Data Office is the cornerstone of all data-related activities. We ensure an efficient, ethical, and compliant collection, integration, sharing, and usage of all data within the institution, as well as with other Belgian/European institutions and medical insurances.
At the Data Office, you will join one of several multi-disciplinary agile teams consisting of data engineers, reporting experts, data functional analysts, project managers, data architects, data quality experts, and AI specialists.
The Data Office relies on the following technologies: MS SQL Server, MS SSIS, MS SSAS, Enterprise Architect or similar, SAS, Azure, PowerBI, Databricks, Azure Data Factory. The Data Office is the owner of the central Data Warehouse (Kimball methodology) from which a large number of Data Marts and Reports are being fed.
Your role & responsibility
- The Data Functional Data Analyst is in regular contact with the different business stakeholders (data teams and subject matter experts) to understand their business needs. He/she identify, assess and understand business processes, operational and analytics data flows (incoming and outgoing). He/she translates the business needs into data and technical requirements.
- He/she designs the data architecture and the data models in collaboration with Data Architects.
- He/she establishes the functional design for our developments in full collaboration with the Data Governance team, the Technical Leads of the BI team and the ICT teams.
- He/she is in contact with the DPO to ensure full alignment with GDPR and security requirements.
- The Data Functional Analyst plays also an active role in testing and validating the data products developed.
- The major deliverables the analyst is responsible for are : the Business Requirements Document, the Functional Analysis Document, the Technical Analysis, and the Test Plan.
- After delivery of the product, he/she remains the key player to inform and train our users.
- Even after delivery, he/she remains the liaison with the end users in order to further improve our data products.
Your technical skills
- Master degree in Computer Science or equivalent through experience
- Minimum 5-7 years of practical and professional experience in data functional analysis.
- Concrete experience in data modelling (mainly conceptual an logical modelling) within a Data Warehouse context (preferably following the Kimball approach).
- Concrete experience in designing and analysing data flows.
- Prior experience as data engineer is a plus.

Your project
Several Belgian institutions are preparing a Common Data Platform in order to strengthen the quality of exchanged data. In order to constantly control the quality of the data that are being exchanged on the Common Data Platform, we are currently building a Data Validation Engine.
The development is in Python on Databricks.
This engine is a shared component across multiple and its success relies on both a robust technical design and close collaboration between organizations.
Within the project team, as Senior Data Functional Analyst, your responsibilties will be
- Act as the technical and architectural owner of the Data Validation Engine
- Collect and align the business requirements for the Data Validation Engine with the INAMI users as well as with the multiple stakeholders outside
- Design the Software Architecture of the Validation Engine.
- Translate the Software Architecture into technical specifications for the developers in the project team.
- After the project, act as Application Owner for the Validation Engine
