Role Overview
We are seeking an experienced Senior Technical Analyst to join a dynamic public sector technology team. The successful candidate will play a central role in bridging business requirements and technical delivery within an Agile/Scrum environment, working on a strategic application modernisation programme.
Mission Description
The Senior Technical Analyst will be responsible for:
- Understanding and discussing business analysis requirements and - with the support of the architect, lead developer, and service manager - coordinating the reception and sign-off process.
- Translating business analyses into functional and technical analyses for development and testing teams, with particular attention to digitalisation principles, user comfort, coordination with testers and developers, and achievable delivery steps. The analyst will defend their analysis at agile refinement ceremonies.
- Ensuring clarity across all parties - that the client has a realistic view of deliverables, that developers have a full understanding of requirements and their technical implementation, and that testers can clearly identify what needs validating based on business and technical acceptance criteria. This includes producing "sprintable" tickets/cards acceptable to developers and deliverable within a three-week sprint.
- In the event of production issues or User Acceptance Testing, participating in problem definition and corrective action planning.
Ways of Working
The analyst will be responsible for qualifying test datasets and contributing to the diagnosis of application issues. All analyses produced must align with interface specifications and the broader architectural strategy. Depending on business needs, the Senior Functional Analyst may take on management responsibilities, including team coordination or project management.
This role sits within an Advanced Technical Context and requires demonstrated confidence operating within a complex technology ecosystem. Anticipation, organisational flexibility, and strong inter-team communication are essential components of the role.
Project Context
The consultant will participate in a strategic programme to rewrite a monolithic application into a microservices-based architecture, integrate externally developed modules, and deliver new functionality. The application covers:
- Debt management and payment allocation
- Debtor tracking and recovery action management
- Document generation
- Integration and data exchange with external partners (eg banks)
The analyst will work across themes including: debtor and debt management, workload distribution, user interface, and partner integrations.
Skills & Competency Assessment

MUST HAVE - Generic Competencies (/36)

- Ability to communicate and transfer knowledge, including to junior analysts
- Build and maintain technical documentation to guide development and testing teams
- Knowledge of English and at least one other language
- Team spirit and leadership - able to coach and challenge fellow analysts
- Able to take on a project manager role when required
- Demonstrated experience delivering projects using Agile/Scrum methodologies
MUST HAVE - Technical Competencies (/64)
- Good knowledge of Business Process Modelling, UML & BPMN, and functional/technical analysis
- Ability to clearly describe desired and existing processes
- Able to estimate development time/cost collaboratively as part of a group
- Solid expertise in opportunity analysis and strategic vision, with the ability to challenge, propose alternatives, and apply pragmatism to optimise deliverables, deadlines, budget, and quality
- Basic data management knowledge - able to query data to understand valid or erroneous processing
- Practical knowledge of: Jira, Confluence, Git, Postman, SoapUI, SQL client, Browser Dev Tools, and UML/Sequence/Data Model tools
- At least a basic understanding of test methodologies
- Solid experience designing Sequence Diagrams for synchronous/asynchronous component interactions
- Expertise in drafting interface contracts (synchronous & asynchronous)
- Ability to design, maintain, and ensure consistency of Data Models, including mastery of SQL queries
